Customs and VAT for San Marino
San Marino is not in the EU, but has a customs union with the EU (Cooperation and Customs Union Agreement of 1991) covering all products except coal and steel. Goods from the EU therefore arrive duty-free. San Marino lies outside the EU VAT area, however, and levies its own import tax (imposta monofase) instead of VAT, typically 17% on standard goods. Parcels are physically delivered via Italy (San Marino is an enclave); tax matters are handled by Ufficio Tributario di San Marino.
