Customs
Ukraine has been an EU candidate since June 2022. VAT 20% from €150. Since the Russian invasion (2022) logistics are heavily affected — delivery is reliable to western Ukraine (Lviv, Ivano-Frankivsk, Uzhhorod), functional with longer lead times to central Ukraine; occupied areas are not accessible. Nova Poshta is the key local partner.
Required documents
- CN22 is a simplified customs declaration for parcels up to 2 kg and €270 in value. Completed at the post office or generated by the carrier. Without CN22, the parcel may be held at customs.
- CN23 is a full customs declaration for parcels over 2 kg or above €270. You must list each item's description, quantity, weight and customs value. Issued at the post office or generated by the carrier.

Can parcels still be delivered to Ukraine despite the war?
To unoccupied areas yes, but with longer lead times. Western Ukraine (Lviv, Uzhhorod, Ivano-Frankivsk) operates relatively normally — 7–10 days. Kyiv and central Ukraine work with delays (10–14 days). Carriers do not deliver to occupied areas or active war zones. Always verify the destination address is in a safe zone. The main Ukrainian partner for international shipments is Nova Poshta.
